It’s probably just related to ads or trackers. I wouldn’t worry about a virus.

I’ve gotten the pop-up a couple of times. I saw someone called Apple Support, but they were told nobody else had reported it. Seems like a lot of people are dealing with it, though. I’ve just been closing it out.

No way am I downloading anything I don’t recognize. If Apple wants me to have this ‘occ’ thing, they can explain it and include it in the next update.

You can report the issue to Apple, and they’ll look into it. You can also try resetting Safari settings or using a content blocker to stop unwanted pop-ups.

I think it’s related to ads. I only see the pop-up when an ad loads, which makes me think it’s something malicious.
