I had this same issue before. You have to use a wired connection. I bought an Ethernet to USB-C adapter and it worked right away.

Instead of dealing with support and all that hassle, just buy a simple USB drive online and create a bootable recovery drive with it.

If the internal disk died, connect an external hard drive and try internet recovery again. If you can install macOS on the external drive, you can attach it to the laptop lid.
