No, only newer Macs with the T2 chip get activation lock. Internet Recovery is better because it updates your Mac during the process (use Option+Command+R).

Older Macs don’t have built-in recovery, so it’ll just reinstall macOS 10.9 Mavericks.
But that should still fix the iCloud lock issue.

If it’s yours or you know who gave it to you, have them remove the Mac from iCloud on the website or app.

Maybe check with Apple support and see if they can help you with this.
