Tried it, but it stays stuck at 2 minutes and then gives me the same error.

Maybe try installing High Sierra on a Mac OS Extended drive instead of APFS. APFS was still pretty new back then.

How do I make the drive Mac OS Extended? All I see are APFS options like encrypted and case-sensitive.

If you erase the drive, it should give you the option to format as Mac OS Extended.

It’s odd that Disk Utility can’t erase or reformat the drive. I’m not sure what else to suggest. Maybe search for the exact errors you’re getting online?
