Does this emoji mean shaka… hang loose… or call me?

I always saw this as the ‘shaka’ or ‘hang loose’ sign. But when I switched to iMessage on my Mac, Apple seems to think it means all of them. If you search ‘shaka,’ ‘hang loose,’ or ‘call me,’ it pops up. And when you hover over it, it literally says ‘call me hand sign.’ So what do you guys think?
