I opened my Instagram and saw this notification. What does it mean?

This warning appears to have shown on every iPhone running Instagram, I believe. It appears to be a bug of some type.
This sh*t took up the whole stream on the question-answer platform we use here in Germany.
We’ll soon find out what this is, so let’s see.
I also dont understand this, it once showed up on my IG as well. Could someone clarify better…
Got it as well and came straight here. Worst part is it blocks your entire phone until you make a choice. I had to turn off the screen and then quickly switch back to the menu. Definitely didn’t allow after that.
