This might be related to the geofencing API. You can have the app closed and tracking off, yet still get notifications based on your location. iOS allows this by sending notifications when you enter a geofenced area, without giving the app access to your location. Check out this thread for more details: relevant thread. The app can set a notification like ‘Welcome to LAX’ when you enter the area, but only iOS knows your location.

I haven’t used that app in weeks, and I usually close all my apps after using them.
I noticed Flightradar24 does something similar at airports. It sends notifications like ‘Welcome to XXX Airport,’ even when the app isn’t running. Like you, I have location access set to ‘While Using’ without allowing tracking.
Have you checked your tracking settings? If you allow apps to request tracking, they can track your activity.

That’s interesting. Maybe another app has access to your data or location, like Google Maps or Instagram. They might link the data they collect and sell it to companies like Google and Meta, which can then send you notifications.

Yeah, it’s quicker than you’d think. Once, I landed in Japan, bought a new ice cream I had never tried before, and as soon as I opened Instagram, I was flooded with ads for that brand. It’s a bit concerning how quickly they connect the dots.

It will be released publicly tomorrow. Or you can install the release candidate now if you’re eager. Just remember, some features of Apple Intelligence will only work in 18.1. More features are expected in version 18.2, but I wouldn’t recommend using beta versions unless you’re aware of the stability issues.
