I don’t think so. The 12 and 13 minis were not really designed like the SE. They don’t fit the ‘budget phone with older tech’ description.
Apple knows there are fans of small phones. It’s not their biggest market, but they see there’s some profit to be made. The original 12 mini, even with lower sales compared to other models, still attracted buyers who wanted a modern small device. However, the 12 and 13 mini didn’t justify yearly releases. Maintaining production and staffing is pricey. But I bet Apple monitors the use of their devices and eventually, they might cater to that audience with more small phones. It’s like a short-term project that meets some goals before phasing out older devices.
For me, the leap to the 12/13 mini was so significant that I haven’t found any small improvements since then to justify an upgrade. Sure, better battery life would be nice, but I think most fans of mini phones feel the same way. We don’t use them for heavy media consumption, and we’re not watching movies on them. Our phones get the job done when needed.
I’m still happy with my 13 mini. I used the original iPhone SE for many years until the 12 mini came out and I’m ready to do that again. This time is better because the original had a huge gap in technology compared to the iPhone 11 before the mini’s release. Now, I have all the great features like Face ID, portrait mode, and MagSafe charging. USB-C would be nice, but not a dealbreaker. I’m not in a rush to get AI features, so I won’t switch to bigger phones just for that, but I know some people would sacrifice the small phones for those upgrades

I doubt it will happen. The mini has its fans, but sales have not been good. This has been true for many phone manufacturers

My needs are a bit different. I’m borrowing an older iPad Pro from my ex. I mainly use it for language learning and writing Chinese characters
When I tried the iPad Mini in the store, the size was perfect for that

I think it’s pretty pointless as a second iPad, but as your only iPad, it’s a solid choice

Yeah I have a mini and an SE3 both with 64GB and I can only have one app installed that I have to delete every time I do an update
It’s frustrating. I’m probably going to switch to Android next time I upgrade. I switched to Apple for the watch and the AirPods Pro, but they now have good noise-canceling options from Samsung and Google, so the main reason I switched to Apple has kind of faded (I was always an Android user until I discovered how amazing the AirPods Pro were with noise cancelation)
I really like the iPad Mini and MacBook Air, but they are tough sells at their prices. Getting a larger, more powerful iPad or MacBook is tempting given the similar price, making it hard not to upgrade even though the smaller devices are appealing

I think the price for a MacBook Air M1 is decent. Is it around $650? There really isn’t much difference in this setting. If you want better specs, go refurbished.
I got an Air because I have a powerful desktop for heavy tasks or work provides laptops for those who need more power most of the time. So, for most people, the Air is probably the best choice. You don’t need the latest and greatest when you’re mostly browsing the web. People are lying to themselves online. I do a lot but still went with the Air and got a refurbished 16GB/512GB model that looks brand new. Apple products are very reliable and that’s a big reason they have a great resale market.
So if you want an Air, there are definitely good deals Just be practical
