Looks like some kind of accessibility setting.
This happens when text size is over 55%.

You’ve got Larger Text turned on.
Go to Settings > Accessibility > Display & Text Size > Larger Text.
If it’s on and the slider is past halfway, you’ll see a big text box when you tap the clock or battery. Helps people with vision issues.

Checked my settings. The battery percentage thing is separate from accessibility, but my iPhone 14 on iOS 18 has been doing this for a while now.
